一、项目简介:
项目定位
优秀青年科学基金项目(海外)旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作,自主选择研究方向开展创新性研究,促进青年科学技术人才的快速成长,培养一批有望进入世界科技前沿的优秀学术骨干,为科技强国建设贡献力量。
资助模式
1.资助强度:100-300万元。
2.资助期限:3年。

二、申请人条件
1. 优秀青年科学基金项目(海外)的申请人应当具备以下条件:
(1)遵守中华人民共和国法律法规,具有良好的科学道德,自觉践行新时代科学家精神;
(2)出生日期在1983年1月1日(含)以后;
(3)具有博士学位;
(4)研究方向主要为自然科学、工程技术等;
(5)在取得博士学位后至2023年3月15日前,一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求;
(6)取得同行专家认可的科研或技术等成果,且具有成为该领域学术带头人或杰出人才的发展潜力;
(7)申请人尚未全职回国(来华)工作,或者2022年1月1日以后回国(来华)工作。获资助通知后须辞去海外工作或在海外无工作,全职回国(来华)工作不少于3年。
2.限项要求
执行中央有关部门关于国家科技人才计划统筹衔接的要求。同层次国家科技人才计划只能承担一项,不能逆层次申请。

三、申报注意事项
1. 符合条件的申请人,可按照项目指南要求,与依托单位签订工作合同或者意向性协议,于2023年1月15日以后登录信息系统,在线填写《国家自然科学基金优秀青年科学基金项目(海外)申请书》(以下简称申请书)。申请人对所提交申请材料的真实性负责。
2. 申请人应当按照申请书填报说明和撰写提纲的要求用简体中文或英文在线填写申请书,并上传附件等材料。
3. 优秀青年科学基金项目(海外)实行无纸化申请方式,申请人在线提交电子申请书及附件、公正性承诺书等材料至依托单位,由依托单位审核后在线提交自然科学基金委。

四、福利待遇
优青(海外)项目入选者除获得国拨经费资助外,还将享受学校以及实验室的福利待遇如下:
薪酬:参照世界一流大学相应职位,学校和实验室提供有竞争力的薪酬,并随时可申请上海市、国家各级海内外高层次人才支持计划。
科研环境:国家重点实验室以及国际一流科研平台支撑,请看后续实验室简介。
科研经费:根据国拨经费额度至少进行1:1配套,提供充足的科研经费支持;
(学校还积极为符合条件者申报上海市、区县各类人才计划和补贴计划,入选之后待遇将大幅提升)
办公条件:提供相应的科研实验办公空间。
研究生招生:支持科研团队建设,优先保证研究生招生名额,可授予博导资格;
住房条件:过渡期提供学校附近周转房,交通便利、环境优雅、设施齐全,可直接拎包入住;
子女教育:按照上海市和学校的相关政策,依托华东师范大学的附属学校,帮助解决子女入学问题,享受从幼儿园到高中的全市优质基础教育资源(学校隔条马路便达)。

五、应聘方式
申请流程符合条件的申请人,请投递个人简历命名为“优青(海外)+姓名”,简历应包括个人基本信息、联系方式、学习和工作经历、主要学术成就(论文、项目、专利以及奖励情况等)。

六、实验室简介
精密光谱科学与技术国家重点实验室,依托华东师范大学,于2007年1月科技部批准筹建。拥有独立光学大楼,面积约25000平方米,包括环境一流和科研装备一流的光学超净实验室、装备精良的电子实验室、精加工实验室、微纳加工实验室、材料制备实验室、芯片测试诊断实验室等。
实验室现有教职工120余名,包括为科学研究配备专职化的工程技术和运行管理团队,在读研究生350余名,其中双聘院士2名、杰青等国家级优秀人才20余名、省部级优秀人才50余名,团队获国家自然科学基金委创新群体。精密光谱科学与技术国家重点实验室为国家创新引智111基地,光学学科为国家重点学科。相关成果三次获诺贝尔获奖演讲引用,获多项国家自然科学二等奖、上海市自然科学一等奖。在研国家重点研发计划项目、基金委创新群体项目、国家重大仪器研制项目、基金委重点项目、上海市市级重大专项等一百余项。在Science及其子刊、Nature及其子刊、Phys. Rev. Lett.等国际一流期刊发表论文数百篇。
SKLPS introduction:
Based in ECNU, SKLPS, now situated independently in the Optics Building, was approved for establishment by the Ministry of Science and Technology of the People’s Republic of China in January 2017. Covering an area of 25,000 square meters, it boasts clean rooms with a first-rate environment and scientific research equipment, a well-equipped electronics lab, a normal machining laboratory, a micro-nano processing laboratory, a material preparation room, and a chip testing and diagnosis laboratory.
SKLPS currently has more than 120 faculties and staff, including the full-time technical and administration teams that provide service to scientific research, and more than 350 postgraduate students. Among the faculty are 2 double-employed academicians, more than 20 national-level outstanding talents including winners of the Outstanding Young Scholar program, and more than 50 excellent talents at the ministerial and provincial levels. Their research teams have be granted the title of the innovation group by National Natural Science Foundation of China.
SKLPS serves as the base for Project 111, or the National Innovation and Talent Recruitment Base, and its discipline of optics is the national key discipline. Some of the academic achievements of SKLPS were cited three times by Nobel Prize winners. SKLPS Researchers have won many national awards, including second prize of the National Award for Natural Sciences and first prize of the Shanghai Award for Natural Sciences. They have spearheaded more than 100 major or key research projects at the national and municipal levels and have published several hundred academic papers in prestigious international journals, such as Science and Nature and their series and Phys. Rev. Lett.

实验室主要聚焦光场时频域精密控制、新型光子芯片研发与制造、原子分子精密光谱与精密测量、微纳光子器件制备与集成、片上精密时频与量子测量集成、超灵敏精密光谱与传感、超快物性精密测量与调控研究等研究方向任务。实验室紧密光学学科前沿、结合国家战略和国民经济发展需求,不断挑战时间、空间和频率等基本物理量现有精度的极限,探索和建立新机制与新原理、新方法与新技术、新仪器与新装备,极具“三高”(即高分辨、高精度、高灵敏)鲜明特色。
SKLPS focuses on the following research areas: precise control of the optical field in the time-frequency domain, new photonic chip R&D and manufacturing, atomic and molecular precision spectroscopy and precise measurement, preparation and integration of micro-nano devices, precision time and frequency measurement and integrated quantum measurement, ultra-sensitive precision spectroscopy and sensing, and precise measurement and manipulation of the ultrafast dynamics in the physical system. Closely following the frontiers of the optics discipline, the laboratory integrates national strategies and the demand for national economic development. It continues to challenge the limits of existing precision of such basic physical quantity as time, space, and frequency, explore new mechanisms, principles, methods, and technology, and establish new devices and equipment. Its research boasts distinctive advantages in optical spectroscopy with high resolution, high precision, and high sensitivity.

The laboratory focuses on constructing a large number of optics research platforms with internationally advanced indexes, featuring precision spectroscopy, precision measurement control, and precision design and manufacturing. These platforms include:
• Research platform for precise control of the optical field in the time-frequency domain
• Research platform for precise metrology and manipulation with ultra-cold quantum system
• Platform for the research and development of generic technology and key process of high-precision photonic chips
• Platform for development of ultrafast laser, ultra-fine processing equipment of semiconductor wafers
• Platform for chip atom sensing research
• Research platform for molecule cooling and precision spectroscopy
• Platform for light clock physics research
• Platform for precise measurement and manipulation of ultrafast physical properties
• Platform for research in all-band, high-power frequency comb spectroscopy
• Platform for non-vibrating, low-temperature optical cooling technology
• Platform for demonstration of high-sensitivity, super-resolution sensing and imaging
•Research platform for laser measuring of satellite-earth distance and time-frequency transmission
• Platform for high-resolution precision spectroscopy analysis and measurement

七、学校简介
华东师范大学创建于1951年10月16日,以大夏大学(1924年)、光华大学(1925年)为基础,同时调进圣约翰大学等高校的部分科系,在大夏大学原址上创建,是一所由国家举办、教育部主管,教育部与上海市人民政府重点共建的综合性研究型大学。1996年被列入"211工程"国家重点建设大学行列,2006年学校进入国家"985工程"高校行列,2017年入选双一流A类建设高校。学校现有闵行和普陀两个主要校区,被誉为“中国最美校园之一”。
Introduction of ECNU
Founded in Shanghai on October 16, 1951 on the basis of Daxia University (1924-1951), Guanghua University (1925-1951), and some departments of St. John’s University (1879-1952), East China Normal University (ECNU) is a comprehensive research-based university jointly constructed by the Ministry of China and the People’s Government of Shanghai. It was sponsored by the national top university construction programs “Project 211” (1996) and “Project 985” (2006). In 2017, ECNU was chosen as one of the 36 Class A universities on the list of Double First Class University Plan released by the central government of China. With two main campuses in Minhang and Putuo districts, it is reputed to be “one of the most beautiful campuses” in China.

ECNU is home to 19 members from the Chinese Academy of Sciences and Chinese Academy of Engineering and more than 300 national-level experts. It boasts three national double first-class disciplines, two national first-level key disciplines, five national second-level key disciplines, five national key disciplines under cultivation, 12 Class-A disciplines according the fourth round of discipline evaluation conducted by the Ministry of Education, six peak disciplines of Shanghai, 12 municipal key disciplines, and 17 municipal first-class disciplines.
